TARIFF FOR ELECTRICITY SERVICES

 1.         DOMESTIC

 (a)        This tariff shall be applicable for supply to

  1. Private houses
  2. Dwelling-units which are registered under the Sectional Titles Act, 1971 (Act 66 of 1971);
  3. Flats
  4. Boarding houses and Hostels;
  5. Residences or Homes run by charitable institutions;
  6. Premises used for public worship including halls or other buildings used for religious purposes.
  7. Caravan Parks

 (b)        Four tariff structures are available, namely a lifeline, a three part tariff and a three part seasonal tariff.

 The customers in this category may choose anyone of these tariff structures.

 
1.1       Free Basic Electricity (FBE)

In line with the City’s Expanded Social Package, City Power will provide FBE as follows:

This has cancelled out the FBE as we had it previously.

 

1.2       Life line tariff

The proposed increase on this tariff is 8%.  This is in line with the NERSA proposals for low consumption customers.  Customers on this tariff may not be poor as those that have will be on the Siyasizana programme (ESP).

Grant to Customers on the Lifeline tariff:

  1. Customers on Lifeline Tariff are entitled to quota 100kWh of free electricity per month as a grant, provided that they are legally connected.
  2. Customers who have been disconnected are not entitled to the free allocation during the period of disconnection.
  3. A free allocation is equal to 100kWh per month or equal to the actual reading if the consumption is less than 100 kWh.
  4. Billed customers will receive the grant as a credit equal to the monetary value of 100kWh on an average per billing cycle.
  5. Prepaid domestic customers must collect their free allocations from anyone of the City Power vending stations.
  6. Free allocations not claimed in a month will be forfeited.
  7. Town house complexes, flats, cluster developments and similar dwellings are also entitled to the free allocation provided that they are on the life line tariff and that an affidavit undersigned by the Body Corporate declaring the number of units in use in the complex must be submitted.
  8. Free allocations are not redeemable for cash.

 

 1.3       Single and three phase Tariff

The proposed average increase on this tariff is 16%.  The reason behind the low increase on the service charge is to reduce the breakeven point between the prepaid and conventional customers. This is to make prepaid cheaper than the conventional in line with the strategy to be a prepaid City.

(c) Rules applicable to this item:

  1. A consumer whose capacity exceeds 100 kVA,may on application, be charged in accordance with item 4 (Large customers).
  2. Due to capacity constrains everyone will be expected to take part in any of City of Johannesburg energy saving initiatives including among others Ripple Relay Smart meter.
  3. Customers who were classified as domestic consumers before 1 July 1999 may retain this classification until such time as their supply are modified or upgraded or their primary use of electrical energy changes.
  4. All domestic customers who consume 500 kWh or less quality for Life Line Tariff.
  5. Town house complexes, flats, cluster developments and the similar are also eligible for the Life line tariff.
  6. Change over from Three-Part Flat Tariff to Life line Tariff and vice versa is allowed and shall only be implemented after the required change over fee is received and shall only be phased in with the commencement of next billing cycle.
  7. If customer chooses to change over from the Three-Part flat or Life line tariff to the Three-Part seasonal tariff he is obliged to remain on the three-part seasonal tariff for a minimum period of 12 months before qualifying to migrate to another tariff option.
  8. If a domestic customer request for a tariff change. he should remain in that new tariff structure for a minimum period of 12 months before he qualifies to migrate to another tariff.  Cost of migration between tariffs as per miscellaneous charges.
  9. Tenants in complex cannot apply for pre-paid meter, unless the whole complex agrees to install pre-paid.  Installation of pre-paid meter is subject to City Power's approval.

 
1.4       Prepaid

Due to the drive to bring citizens of the City of Johannesburg to prepayment metering system.  City Power is making it acceptable through keeping the price very low (meaning 5% increase on Prepaid)

The social package will provide up to 150 kWh per month per family. The life line tariff is still heavily subsidized by the industrial customers even though the free basic is not given per tariff but as per Siyasizana programme.

 

2.         AGRICULTURE

Proposed increase of 30%.

This tariff is applicable to property or portions zoned for agricultural purposes, with a maximum demand of 40 kVA. Any connection exceeding 40 kVA or a connection for business purposes on a property or portions zoned for agricultural purposes will be charged under 3 or 4.

Rules applicable to this item:

(i)         Also applicable where any erf, stand, lot or other area or any subdivision thereof, whether owned by a township developer or not, with or without improvements is or, in the opinion of City Power, can be connected to the City Power's mains whether electricity is consumed or not.

(ii)        The summer rate is September through to April. Both months are inclusive. (8 month period)

(iii)       The winter rate is May through to August. Both months are inclusive. (4 month period)


3.         BUSINESS AND INDUSTRIAL

 

A proposed increase of 31% & 29 % respectively, this tariff category heavily subsidize the life line and portion of single phase and three phase residential customers.

 

This tariff shall be applicable to supply with consumption not exceeding 100 kVA for purposes other than the purposes specified in item 1. Land includes, in particular, supply for:

(i)         Business purposes,

(ii)        Industrial purposes,

(iii)       Nursing homes, clinics and hospitals,

(iv)       Hotels,

(v)        Recreation halls and clubs,

(vi)       Bed & breakfast houses,

(vii)      Educational institutions including school and registered creches.

(viii)     Sporting facilities,

(ix)       Mixed load of non-domestic and domestic,

(ix)       Welfare organisations of a commercial nature,

(x)        Temporary connections,

(xii)      Any consumer not provided for under any item of this tariff.

kVA  OR DEMAND

This item shall be applicable to business consumers as contemplated in part 1.3 with supply capacities exceeding 100 kVA and shall, on application, be available to all consumers with supply exceeding 100 kVA.

(iv) Reactive Energy Charge:

6.71 cents per kVArh supplied in excess of 30% (O.96PF) of kWh recorded during the entire billing period.   The excess reactive energy is determined using the billing period total.

 

(b) Minimum Demand charge determination

The minimum demand charge payable monthly in terms of this shall be calculated using

the greater of:

(i)           The measured demand:

(ii)          A demand of 70 kVA

(iii)          A demand based on 80% of the average of the three highest demands recorded over the preceeding 12 months.

 

(c) Rules applicable to this item

(i)       Where a consumer can demonstrate a significant change in their usage of electricity a re-evaluation of the average minimum demand as determined in sub clause (b)(iii) may, on application, be undertaken once per annum.

(ii)      Consumers whose power factor is consistently below 0.96 shall be billed for reactive energy as specified in sub clause (b).

(iii)    Customers with supply agreements for a demand tariff, originally concluded before 1 July 1999, and a demand of less than 100 kVA may, until further notice, continue to be charged on this tariff.

(iv)     Voltage Categories

Low voltage     : < 1000 V

Medium Voltage :  >1000 V and < 33 000 V

High Voltage    : > 33 000 V

(v)      The summer rate is September through to April. Both months are inclusive. (8 Months)

(vi)     The winter rate is May through to August. Both months are inclusive. (4 Months)

 

 

TIME OF USE

(a)             This item is available provided customer meets qualifying criteria for Time Of Use (TOU). The tariff is suitable for Large Power Users (LPU) consumers as contemplated in item 4.1 who elect to reduce their demand during peak and standard periods and who can reallocate all or part of their load by load management and load shifting capability, Subject to the provisions of clauses (b) and (c).

(b)    Reactive Charge: 6.71 cents kVArh supplied in excess of 30% (O.96PF) of kWh recorded during peak and standard periods. The excess reactive energy determined per 30 minutes integrating period and accumulated for the billing period.

(b)          Minimum Demand Charge Determination

The peak demand charge value in terms of this tariff shall be calculated using the greater of:

(i)           The measured peak period demand;

(ii)          A demand of 70 kVA:

(iii)          A demand based on 80% of the average of three highest demands recorded over the proceeding 12 months.

 

 

(c) Rules applicable to this item:

 

(i)               A conversion fee equal to the actual cost of meter conversion and related cost.

(ii)          A service charge which would be voltage differentiated.

(iii)          A monthly R/kVA maximum demand charge.

(iv)         A R/kVArh charge for the kVArh incurred at the time the kVA was incurred. This charge should ensure correct customer behaviour in terms of installing power factor correction equipment.

(v)          A revenue neutral conversion surcharge to limit the revenue impact on City Power in the event of customers converting to TOU pricing. Surcharge is based on the difference between existing customer tariff and TOU tariff taking into account the customers load profile.

(vi)         Surcharge to phase out over a five year period viz.

90% surcharge 1 st year

75% surcharge 2nd year

60% surcharge 3rd year

45% surcharge 4th year

30% surcharge 5th year

(vii)        The time of use periods will be:

Weekdays

PEAK: 7:00 to 10:00 and 18:00 to 20:00

STANDARD: 6:00 to 7:00, 10:00 to 18:00 and 20:00 to 22:00

OFF-PEAK: 22:00 to 6:00

Saturday

OFF-PEAK: All hours except standard hours listed below

STANDARD: 7:00 to 13:00 and 18:00 to 20:00

Sunday

OFF-PEAK: All hours

All public holidays to be treated as Saturday with the exception of Good Friday and Christmas Day.

Seasonality will be between May to August representing the winter months (4 months) and September to April representing the summer months (8 months).

The demand charge payable for each kVA of the maximum chargeable demand supplied during the month measured over 30 minutes integrating periods during peak and standard periods taking into account clause l.4(b)
