REFUNDS DUE TO SELLERS WHICH BECAME DUE IN THE PROCESS OF TRANSFER OF PROPERTIES

If Sellers effected payment of Clearance figures, the transfer was done, the Purchaser receives his rates, electricity and water account but the Seller NEVER received his Refund, then MUNAR will assist the Seller of the property to obtain the Refund of the Assessment Rates from date of Transfer until the end date of the clearance figures, and the excess provision for electricity and water.

Only approximately 10% of all refunds were repaid to the Sellers after transfer of properties.  There is an estimated R2,2 billion in unpaid refunds in the hands of the Council.  The rest of the Refunds are kept indefinitely by Council.

The requirements are

1.            A letter WITH ANNEXURES from the transferring attorney requesting payment of the Refund.

2.            Proof that the Purchaser’s “Owner’s Account” is opened Assessment Billing Section

3.            Proof that the Purchaser opened his Electricity and Water Account and paid his deposit.
